CALL TO ORDER

 

Mr. O’Toole called = the meeting to order at 7:00 p.m. at the Town Hall.

 

APPROVAL OF WARRANTS

 

The following warrants we= re reviewed and approved:

AMERICAN DREAM DOWN-PAYME= NT INITIATIVE

 

Mr. Fairbanks moved that = the Board sign a letter of intent for the Town to participate in the American D= ream Down-Payment Initiative Program.  Mr. Hay seconded the motion.  The motion passed unanimously.

 

PAYROLL CHANGE REQUEST

 

Mr. Fairbanks moved that = the Board approve a payroll authorization request to return the Local Inspector position to part time status.

 

GIS SERVICES CONTRACT

 

Mr. Fairbanks moved that = the Board sign a contract with Cartographic Associates, Inc. for GIS services.<= span style=3D'mso-spacerun:yes'>  Mr. Hay seconded the motion.  The motion passed unanimously.

 

 

250th ANNIVERS= ARY DONATION

 

Mr. O’Toole announc= ed that on behalf of the Board, they would like to thank David Crowley and family f= or their donation to the 250th Anniversary Committee.

 

WESTMINSTER ANIMAL<= /st1:PlaceName> HOSPITAL – RE= QUEST FOR TIF

 

Mark Ransom of the Westminster Animal Hospital requested that the Board of Selectmen consider granting him a Tax Increment Financing agreement for the animal hospital.

 

The Board requested that = he meet with the Board of Assessors, and IDC to discuss his request and meet back w= ith the Board of Selectmen before the annual town meeting in May.

 

COA APPOINTMENT

 

Mr. Hay moved that the Bo= ard appoint Janet Lauricella to the COA.  Mr. Fairbanks seconded the motion.&= nbsp; The motion passed unanimously.

 

The Board requested that = the COA consider meeting after 5 pm or on Saturday mornings and also encouraged new people to join the COA.

 

COUNCIL ON AGING

 

Members of the COA were o= n hand to meet with the Board to discuss current and proposed future activities at= the Senior Center.

 

COA Chairman Neysa Miller= said that at present the COA is limited to only one activity at a time due to sp= ace limitations at the center.  Mr. O’Toole suggested that the COA schedule some of their activities in meeting rooms of various town buildings.

 

COA Director Susan Fisher= said the COA is sending out a questionnaire to all seniors to get ideas on how t= hey can better serve the seniors and recruit more participation.

 

MIT CYCLING TEAM

 

Eric Edlund from the MIT = Cycling Team requested that the Board approve a two day cycling race scheduled for = April 18 & 19.  He stated that w= ould be approximately 300 to 400 cyclists participating.

 

The Board approved the re= quest for the cycling race on April 18 & 19.

 

ANIMAL CONTROL AGREEMENT<= /p>

 

The Board requested that = Chief Albert get a figure for the proposed contract with the Town of Ashburnham for a s= hared Animal Control Officer.

 

LEINO PARK WATER DISTRICT LEGISLATION

 

The Board of Selectmen ag= reed to support the filing of legislation authorizing the Leino Park Water District= to accept responsibility for ongoing maintenance of the Leino Park Bridge.

 

ASIAN LONGHORNED BEETLE

 

The Board of Selectmen as= ked Mrs. Murphy to invite a representative of DCR to attend their next meeting to address the concerns of the residents regarding the wood chips from trees in Worcester that were infested with Asian Longhorned Beetle larvae being brou= ght to Pinetree Power for disposal.

 

 

8:07 PM EXECUTIVE SESSION=

 

Mr. Fairbanks moved that = the Board meet in executive session to discuss the physical condition of an employee.  Mr. Fairbanks secon= ded the motion.  The motion passed unanimously on a roll call vote.  It was noted that the Board would adjourn directly from executive session.

 

ADJOURNMENT

 

The Board adjourned from executive session at 9:20 p.m.
