CALL TO ORDER

Mr. O’Toole called the meeting to order at 7:00 p.m. at the Town Hall.

APPROVAL OF WARRANTS/MINUTES

Mr. Fairbanks moved that the Board approve the minutes of October 1, 2008 as printed. Mr. Hay seconded the motion. The motion passed unanimously.

The following warrants were reviewed and approved:

&= nbsp; October 20, 2008 = ; &= nbsp; Accounts Payable = &nb= sp; $ 271,939.59

&= nbsp; October 27, 2008 = ; &n= bsp; Payroll &= nbsp; &nbs= p; &= nbsp; $ 165,993.53

&= nbsp; &nbs= p; &= nbsp; &nbs= p; &= nbsp; Deductions &= nbsp; &nbs= p; $ 120,514.85

INTERFUND BORROWING

Mr. Fairbanks moved that the Board approve the authorization of Interfund Borro= wing from the Stabilization Fund for the following Chapter 90 Projects; $140,000= for a Rubber Wheel Excavator and $200,000 for the North Common Road Drainage Improvement for a total of $340,000. Mr. Hay seconded the motion. The motion passed unanimously.

CAPITAL PLANNING APPOINTMENT

Mr. Fairbanks moved that the Board appoint Jeffrey Schutt to the Capital Planni= ng Committee. Mr. O’Toole seconded the motion. The moti= on passed unanimously.

TOWN PLANNER SCREENING COMMITTEE

Mr. Fairbanks moved that the Board appoint the following people to the Town Pla= nner Screening Committee; Chief Albert, Chief MacAloney, Joshua Hall, Elizabeth Swedberg and Karen Murphy. Mr. Hay seconded the motion. The motion passed unanimously.

SURPLUS PROPERTY – FIRE DEPARTMENT

Mr. Fairbanks moved that the Board declare the Fire Department’s low-band portable radios and pagers as surplus property and authorize Chief MacAlone= y to donate them to the Hardwick and Barre Fire Departments, respectively. Mr. Hay seconded the motion. The motion passed unanimously.

SURPLUS PROPERTY – 69 WEST M= AIN STREET

Mr. Fairbanks moved that the Board declare items in the house at 69 West Main Street as surplus prop= erty and authorize Town Coordinator Karen Murphy to dispose of the items as such. Mr. Hay seconded the motion. The motion passed unanimously.

OPTION TO PURCHASE CONSERVATION RESTRICTION

Mr. Fairbanks moved that the Board sign an Option to Purchase Conservation Restriction on 233 South Ashburnham Road property owned by Eino and Ali= ce Jarvenpaa for the sum of one dollar ($1.00). Mr. Hay seconded the motion. The motion passed unanimously.

COUNCIL ON AGING

The Board requested that Mrs. Murphy contact the COA to interview Mrs. Debbie Kilgour and report back to the BOS with their recommendation.

SUPPLIES AND SERVICES CONTRACTING

Mr. O’Toole announced that Town Coordinator K= aren Murphy has successfully completed the Supplies and Servic= es Contracting Certification Seminar in the Massachusetts Certified Public Purchasing Official (MCPPO) Program conducted by the Office of the Inspector General. Mrs. Murphy’s = exam score was 100%.

SENIOR= CENTER BUILDING COMMITTEE APPOINTMENT

Mr. Fairbanks moved that the Board appoint Dan Stango to the Senior Center Buil= ding Committee. Mr. Hay seconded t= he motion. The motion passed unanimously.

SPECIAL TOWN MEETING WARRANT ARTICLES

The Board met with the Advisory Board to discuss the articles for upcoming Spec= ial Town Meeting on November 18, 2008.

9:32 PM EXECUTIVE SESSION

Mr. Fairbanks moved that the Board meet in executive session to discuss contract negotiations. Mr. Hay seconde= d the motion. The motion passed una= nimously on a roll call vote. It was n= oted that the Board would adjourn directly from executive session.

ADJOURNMENT

The Board adjourned from executive session at 9:40 p.m.
